Madame Catherine is the Kalos Regions Pokémon Summer Camp custodian, who assists Professor Sycamore every time the run it. For that week, she was responsible for providing the participants with the greatest meals for which she hired Team Rocket as the chefs. She didn't know that at the time of hiring but they actually proved to be "très bien chefs" and Team Rocket initially got her approval and a raise as their meals were popular with the kids.
