Pikarla is a Pokémon Trainer who works in the Pikachu Valley with a bunch of Pikachu. She loves Pikachu's and dresses up like one with a tail and headband ears. She gave Ash Ketchum and his friends a set each to wear when they visited the valley. All the Pikachu in the Valley are her's and she gets Pikachu all day long. Even though she has a lot of them already, she's nowhere near done getting more Pikachu's.

For all the guests to the valley, Pikarla has three rules they must follow while they are there:
Number one: Become a Pikachu in spirit!
Number two: Love all Pikachu!
Number three: Pikaspeak: Whenever you say something, add a "Pika" at the end!
Those who follow these rules can become residents of the Pikachu Valley, or "Pikafriends".

She has a Z-Ring which she uses with Pikarla_Boss but it is normally hidden behind her wrist scrunchie.
