Devi and Multa are brother and sister who run a business called All Service in the Vermilion City area in the Kanto region. Plusle and Minun are their company's mascots. They do everything from fixing pipes to caring for Pokémon.

After fixing the leaky faucets at the Cerise Laboratory, Devi fell down the long steps at the front of the lab and had to go to the hospital where he was bandaged all over his body. Ash Ketchum and Goh took over for him while he was in the hospital and they worked with his sister Multa.
