This is the same Mewtwo that was distributed in Japan that celebrated the 1st anniversary of Pokémon Black and White (ポケットモンスター ブラック・ホワイト). It knows the move Electro Ball which Mewtwo normally cannot learn.

Mewtwo was initially distributed to Korean players via Infra-Red on March 4th, 2012 at Hobby Square in Seoul. Mewtwo was then distributed over the Korean Nintendo Wi-Fi Connection. To promote this event download, the first movie (포켓몬스터1탄 뮤츠의 역습) aired on Tooniverse on March 2nd, 2012.
