The number of unique tracks created for BW is probably somewhere between 60 and 80... Miyazaki has done his biggest job in scoring the series since the original Kanto soundtrack, here in the 5th Generation.
Movie 12 music should have premiered at the tail-end of DP (they usually premier a movie's OST from last year in August, and sometimes July or September) but they wanted to "reset" the soundtrack at the end of it, so they chose to boost the BW soundtrack to the Kanto levels by putting it there (the music variety was low especially in the first 19 episodes). Lots of current 5th Generation tracks only began to be used in the 20th episode, like the "Battle! Cheren-Bel" and "Battle Subway" arrangements. Maybe the soundtrack guys told Miyazaki that they needed a more robust soundtrack or something... 7 tracks debuted in that episode, so something definitely happened. Movie tracks were crucial back then.
BTW, they do like to use movie tracks more often in "action-packed" episodes, such as evil team two-parters, so it's not surprising they put so much of it in one-hour specials like those of Battle Subway and the Tornelos-Voltolos-Landlos legendary trio.

They now have BW, Movies 12-13 and both versions of the 14th, which amounts to 5 different sources. They should start to use Movie 15 and Short 15 BGM in the newest episodes as well. Add to that the forthcoming X&Y soundtrack, and they have a pretty wide range of choice once again
