Jinny's Feebas (Feeby) was being made fun of by Jinny's classmates because they thought that her favorite Pokémon wasn't cute Pokémon. Tey also didn't believe Ash Ketchum or Goh when they told the kids that it's a great Pokémon that can even evolve into the incredible Pokémon Milotic. It was invited to the Cerise Laboratory where it got some training for The Friendship Festival in Slateport City in the Hoenn region.

It competed in The Friendship Festival in Slateport City in the Hoenn region but just before it was about to finish it's routine, Team Rocket blasted in and destroyed the stage. Meowth attempted to steal Feeby but it started to evolve. Jinny's Milotic (Feeby) is the evolved form of Jinny's Feebas (Feeby).
