English Official Summary

The time for Ash’s Gym battle with Burgh, the Castelia City Gym Leader and Bug-type Pokémon expert, has finally arrived! Burgh’s first Pokémon is Dwebble, and Ash sends out his Tepig. From the outset, Burgh’s Dwebble shows impressive speed thanks to an extra-light rock on its back, and its powerful Rock Wrecker attack quickly knocks Tepig out! Next, Ash brings out his Sewaddle. Burgh is pleased to see his old friend from Pinwheel Forest—until Sewaddle makes quick work of Dwebble by knocking the rock off of its back with a well-placed Razor Leaf, evening the score! When Burgh brings out his tough Whirlipede, Ash decides to stick with Sewaddle—who evolves into Swadloon in the midst of the battle! Swadloon’s powerful Energy Ball defeats Whirlipede, leaving Burgh with only his beloved Leavanny. The Nurturing Pokémon quickly overpowers Swadloon, leaving Leavanny to battle against Ash’s Pikachu! Pikachu soon finds itself trapped by Leavanny’s String Shot. With its tail all wrapped up, Pikachu is way off balance and having trouble aiming! After several attempts to shake off the sticky string fail, Ash sends Pikachu diving straight into Leavanny’s Leaf Storm. It’s a risky move, but the sharp leaves cut right through the strings, and Pikachu is free! Back up to speed, Pikachu defeats Leavanny with a powerful Electro Ball, and Ash excitedly claims the Insect Badge! Meanwhile, the Team Rocket trio have been getting the silent treatment from their Boss, Giovanni. His secretary advises them to act on their own and do their best for Team Rocket. Jessie, James, and Meowth decide to go back to doing what they do best—annoying Ash while trying to steal Pikachu! And when James befriends a hungry Yamask that wanders into their cave, Jessie proclaims this an excellent omen for their future...

When referring to a Pokémon, the name of the Pokémon is also its species. The verbal inflection that the dub voice Billy Bob Thompson uses seems to indicate that he is talking about the Pokémon species in the second sentence. While the subject of the second sentence is still supposed to be referring to "Dwebble's rock", the voice inflection and the way its worded makes it seem like Burgh is saying that his Dwebble's rock weighs less than most Dwebble (Dwebble referring to the Pokémon species).

The person transcribing the English dub closed captions also seemed to have the same initial thought that Burgh in the English dub was comparing the Dwebble species instead of it referring to "Dwebble's" rock possessively.

Burgh: The rock that my Dwebble carries on its back is special. It weighs much less than most Dwebble's.
Burgh English Closed Captions: The rock that my Dwebble carries on its back is special. It weighs much less than most Dwebbles.
Arti: The rock my Ishizumai carries on its back is special, you see. It's lighter than usual rocks.

Dent refers to Satoshi with his standard 'taste' comments while Cilan in the English dub says he has a familiar 'scent'. Taste and scent are referring to two different senses.

Cilan: Ah, the familiar scent of an Ash-style choice.
Dent: Well, this taste suits Satoshi...

Usually there is 1 or 2 screens of sponsors shown just before the commercial break in the Japanese broadcasts of Pocket Monsters. As this was the first episode of Best Wishes to air after the Sendai Tsunami/Earthquake, there was only one sponsor for this episode during its original airing: Medianet Pictures which is basically just a subsidiary of TV Tokyo.

Dent in the Japanese original states in English that Satoshi's Kurumayu produces a new 'flavor' while Cilan in the English dub says its following a new 'recipe' instead.

Cilan: Now that Sewaddle's evolved, Swadloon's following a new recipe!
Dent: To think it produces a new flavor once it evolves...

While Team Rocket was talking to the secretary, they kept calling him by his name Giovanni (サカキ) just like Rocket Gang did in the Japanese original. Rocket Gang continued to call him by his name throughout the episode but after the conversation with the secretary ended they went back to calling him the 'boss' in the English dub.

Jessie: We're not gonna let him down 'cause we're gonna catch Pikachu for the Boss once and for all!
Musashi: We'll definitely get that strong Pikachu and bring it to Sakaki-sama!

Arti specifically says Satoshi's Kurumayu 'gutsy heart' (根性ハート) in the Japanese original. Burgh says Ash's Swadloon has a lot of 'courage'. While the English dub line has the same meaning as the Japanese original, its just another instance of the English dub changing something that is said in English in the Japanese original that didn't really need to be changed.

Burgh: It takes a lot of courage to break free by using an attack on yourself and then taking any resulting damage.
Arti: It has quite the gutsy heart for using a move at the risk of inflicting damage upon itself.

16:15

Script Error

Ash in the English dub tells Oshawatt he'd be up to battle 'next time'. In the 4th gym battle Ash uses his Palpitoad, Snivy and Pikachu again and thereby breaks his promise.

Ash: Oshawott, you're up next time.
Satoshi: Mijumaru, another time.

16:51

Script Error

The English dub removes Dent's best wine 'vintage' (ビンテージ) reference and replaces it with Cilan saying Pikachu is the main ingredient in Ash's strategy.

Cilan: Pikachu is the main ingredient in Ash's strategy recipe!
Dent: Pikachu is Satoshi's number one vintage, after all.

20:16

Script Error

Once again 'flavor' is removed from Cilan's comment and is replaced with recipe ingredients.

Cilan: With every battle, your strategy recipe adds more ingredients!
Dent: Satoshi, you produce a new flavor every time.

This episode did not air in its standard resolution as there was vertical and horizontal emergency news scroll bars on the screen and the actual episode was shrunk in the top right corner. There were also extra notices at the beginning of the episode stating that there are episodes (BW23&24) that were supposed to air before this episode and will air at a later time.

The gym battle was okay, wasn't spectacular or anything but it got Satoshi another badge and another evolution.

A really nice episode, though not quite spectacular, I agree. But I can't help but be a little bothered by the fact it's the second time Satoshi gets a badge thanks to a Pokémon he's never used before (unless he's used Koromori during the Rocket Gang episodes), while his more 'experienced' Pokémon (Pokabu) is just plain useless and can barely land a single hit.
It was really nice for the bug Pokémon to evolve, and it did make sense, since Bug Pokémon usually evolve quite fast. I loved how he used String shot to battle and dodge attacks.

And of course, this episode had awesome music tracks. Looks like Shinji Miyasaki just keeps composing great music with the game's soundtrack. And I just can't get enough of that 'Best Wishes' instrumental track...

However, I was a bit disappointed with the Rocket Gang's part, because I just couldn't understand exactly what was going on (like why he's telling them they're free to do whatever they want), since the two previous episodes did not air as scheduled. I just can't wait for them to finally be broadcast.

But I was still glad to have some good ol' fashioned 'let's-catch-Pikachu-for-Sakaki-sama' lines of dialogue. Maybe they try to catch it in the next episode, who knows?

I really love that track too. It's very fun to listen too. It really has a good beat and sound to it that's great to listen to over and over again.

Other than the obvious, Tsunami and Earthquake warnings in the initial airing of this episode, there wasn't anything too out of the ordinary in the English dub. There was one line they could have reworded differently; "It weighs much less than most Dwebble's." They needed to reintroduce the 'rock' subject in the sentence so it didn't get confused with Dwebble as a species or just drop saying Dwebble again in that line. "It weighs much less than most Dwebble rocks." would have worked out better.

It was rather strange that Kurumiru evolved so quickly even though Satoshi did not use it for much before this episode. I was kindof disappointed by the lack of episodes that focus on Kurumayu, since I think its facial expression could lend itself to some interesting things.
I don't really like the new animation of Hyper Beam. The old animation was pretty classic and I'd rather have the game change the animation to fit the anime rather than the other way around. It was cool seeing Hahakomori and Kurumayu fighting, since they were already familiar with each other from a few episodes back. It seemed pretty realistic that Satoshi would rely on Pikachu after his other Pokémon fainted. I would have liked it if Artie had used a Pendora instead of a Hoiga, though.
