Masayuki Goto is a Japanese Illustrator and Animator that worked at OLM on the Pocket Monsters movies under the same name, but written in katakana ゴトウマサユキ. He's most well known in the Pokémon community for designing Armored Mewtwo .

My final job as an animator was at OLM doing Animation Production for the Pokémon anime.
I didn't work on the TV series, but I did quite a bit of mecha design for the movies.
The first thing I designed was Armored Mewtwo.

実はアニメーター時代の最後のキャリアはポケモンのアニメを制作してるＯＬＭだったんだよね
ポケモンのテレビの仕事はやってないけど映画のメカデザは結構やったんだ
最初にデザインしたのはアーマードミューツーっす

Back then, there were no computers, so I did the Setting by hand.
There's no way I would do that now...
The combination of all those propellers and steel frames is quite cool, isn't it?
