Biography
Jūbei was one of Jessie's partners while she was training at the Team Rocket training facility. He was a member of Red Team while attempted to complete his training of stealing a giant Articuno statue. The rope got stuck while he was trying to lower Jessie down to it and then it slipped causing Jessie to fall and break the statue.
