Kasukarp is the 10-time champion of the Magikarp high jump competition and is also a popular bodybuilding Trainer. His character is based on Tokiashi Kasuga as he looks just like him with a similar personality. Tokiashi Kasuga also voiced Kasukarp in the Japanese version. Kasuking's name in the Japanese original is a combination of Toshiaki Kasuga and Koiking while in the English dub, Kasukarp is a combination of Kasu and Magikarp.

Anime Director Daiki Tomiyasu was on POKENCHI 233 and revealed they had made a character specifically for Tokiashi Kasuga which was revealed on that episode to be Kasukarp. Tokiashi Kasuga's dubbing session was featured during POKENCHI 243.
