Gary's Electivire first appearance was just outside Pallet Town. It was shooting at apples with its Thunderbolt until Team Rocket attempted to take it by capturing it in an electricity-proof net. It easily broke free of the net using Iron Tail and then sent them flying into the air with its ThunderPunch.

Battle VS Ash's Pikachu

Ash Ketchum initially wanted to battle against Gary's Electivire in the forest just outside Pallet Town but it lost its energy fighting Team Rocket. After it recovered at the Okido laboratory, Gary Oak agreed to battle. Most of Gary's Electivire and Ash's Pikachu's attacks were even but when Ash's Pikachu was unable to break through Gary's Electivire's Protect, it was dazed a bit which allowed Gary's Electivire to directly hit Ash's Pikachu in the air with ThunderPunch and knocked it out to give Gary Oak the victory.
