Penny is a character from Pokémon Scarlet and Pokémon Violet. She is a shy girl from the Galar region that barely attends the school that she is enrolled in (Naranja or Uva Academies depending on the games). She is in the same grade as the player, Juliana or Florian. She is a big fan of Eevee, from having a full team of Eeveelutions, to having a big fluffy Eevee backpack that she never lets go of. She only really enjoys the STEM courses in school.

Penny is secretly an amazing hacker, able to get into people's Rotom Phones, the League Points system, and other tech areas. She also was secretly the leader of Team Star, going under the name Cassiopeia (カシオペア). She originally created the team due to her being bullied by fellow students, so she rounded up fellow bullied students into the safe space that was Team Star. When Team Star was being threatened to be expelled, she created "Operation Starfall" to have the leaders resign, due to the code of the team stating they must resign if beaten in a battle. She reveals herself after the player beats all five Team Star leaders.

Penny is the daughter of former Galar champion Peony, the sister of Peonia, and the niece of Rose.
