Summary
Ash and co. are continuing their way to Rustboro City. Max sees a sign. It says that the gym with the world's most powerful Pokémon is just ahead. When they arrive at the gym, they see a kid running out. The kid had lost to the worl'd most powerful Pokémon. Ash and co. walks inside the gym. A man named Anthony comes out with his Pelipper. Max asks him if Pelipper is the world's most powerful Pokémon. Anthony says yes. He also says that there are no badges nor are they battling on an official gym. Brock notices that Anthony has a lot of confidence in himself. Ash looks up Pelipper in his Pokédex. Ash challenges Anthony to a match. Anthony tells Ash the rules and the battle begins.

Ash chooses Treecko as his first Pokémon for the battle. Anthony chooses Pelipper. Pelipper's first attack is Wing Attack, however Treecko dodges the attack with great speed. Then suddenly Pelipper uses Vine Whip! Pelipper picks up Treecko with its vines and throws the Pokémon across the arena. Ash's next Pokémon is Taillow. Pelipper begins to give Taillow a small chase. Taillow charges into Pelipper with a Peck attack. However, Pelipper uses Flamethrower to knock Taillow out. Max is in shock since a Pelipper can't learn those attacks. Ash's last Pokémon is Pikachu. They both use their Thunder attacks. Both Pokémon get damaged in the blast. Anthony picks up his Pelipper and walks away. Ash gets Pikachu to the Pokémon Center.

Team Rocket has been watching the battle. They want to capture the world's most powerful Pokémon. They think up of a plan to capture the Pelipper. Back inside the gym, Anthony asks Pelipper if it is okay. When Pelipper nods its head yes Anthony is glad. Suddenly, he hears voices outside. It is Team Rocket. They say their motto. When Team Rocket is done with the motto, the demand Anthony to give them his Pelipper. Pelipper flies up and uses Vine Whip. Team Rocket quickly put their new suits on themselves. Then they block the Vine Whip with a mechanical arm. The arm pulls on the vines and a Bellsprout falls out of Pelipper's mouth. Pelipper shoots out a combination of fire, water, and electric attacks. The mechanical arm takes Pelipper and tips it over. Out comes a Magby and Magnemite. Team Rocket is angry at Anthony for tricking them. Jessie thinks that his plan was brilliant. She tells Anthony to make the Pelipper do whatever they say or his secret will be revealed. Since Anthony has no choice he tells Pelipper to do whatever Team Rocket commands.

Brock, May, and Max are discussing the Pelipper situation. Max reads his book to look up Pelipper. He doesn't understand how a Pelipper could use grass, fire, and electric attacks. Brocks thinks it's fishy too. Nurse Joy comes out with Ash's Pokémon. She tells Ash that his Pokémon are fighting fit. Suddenly, May calls for Ash. In the lobby is a group of people. Every person has had there Pokémon taken away because they lost to the most world's most powerful Pokémon. Brock wonders who could be behind all of it since he knows Anthony couldn't have done it.

Meanwhile, Team Rocket is advertising their contest. Jessie tells the crowd that they can battle the world's most powerful Pokémon with any Pokémon they choose. However, if they lose they must forfeit their Pokémon to them. A man walks up to Team Rocket. He agrees to battle Pelipper with his Zigzagoon. With a combination of grass, fire, and electric attacks Zigzagoon loses and the man's Pokémon is taken away. Meowth sees Ash and co. running up to them. He tells Jessie and James about it. Jessie thinks that they should stay so that they can capture Pikachu. She gives Pelipper a few more Pokéballs to carry. Meowth tells her that too many Pokéballs is bad because Pelipper might get confused. Jessie and James think that Meowth should go inside Pelipper and be its director. Meowth refuses to take the job, but Jessie tells him that he would be the brains behind the world's most powerful Pokémon. Meowth likes that and he decides to take the job.

Ash and co. arrive at the gym. They see Pelipper at the arena. Jessie and James come out. They tell Ash and co. that if they want the Pokémon refunded, they will have to battle Pelipper and win. Ash agrees to the battle. He sends in Pikachu. Meowth sends out Bellsprout. Bellsprout uses Vine Whip, but Pikachu dodges the attack. Then Magby uses Smokescreen. Bellsprout uses Razor Leaf, but Pikachu continues to dodge the attacks. Pikachu keeps on dodging the attacks that Pelipper uses. Max decides to go inside the gym to figure out the situation. He hears a noise behind the door and opens it. Inside is Anthony who is all tied up. Max unties Anthony. Anthony tells Max the situation. They go outside and tell Ash all about it. Meowth gets an idea. He decides to douse Pikachu with a Water Gun and then have Magnemite use Thunderbolt. Pelipper uses Water Gun, but the attack sprays everyone including Team Rocket. Team Rocket's uniforms come off. All of the Pokémon in Pelipper's mouth fall out. Anthony tells Ash how Pelipper got to use all of its attacks. He adds in that Team Rocket made him do whatever they said so that his Pelipper situation would be kept a secret.

Team Rocket gathers up the Pokéballs, and then they run away into their balloon. Anthony orders Pelipper to get back the Pokéballs. Pelipper flies up to Team Rocket and cuts the rope that is holding the bag of Pokéballs. The bag falls down and Ash and co. catch it. Team Rocket changes into their suits quickly. Then Meowth presses a button on a remote and a mechanical arm comes out to capture Pikachu. Pikachu uses Thunderbolt, but the mechanical arm blocks the attack. Ash and co. think of a plan. They come up with a solution. Since water conducts electricity they have Pelipper use Water Gun on the balloon. The balloon is covered with water. Then Pikachu uses its Thunder attack. Team Rocket's balloon explodes, and Team Rocket blasts off again.

Ash opens up the bag containing the Pokéballs. Now everyone can get their Pokémon back. Ash tells Anthony that his Pelipper is a strong Pokémon, and if he keeps on training it then it will get even stronger. Anthony agrees with Ash. He wants to train Pelipper a lot so that it can be the world's most powerful Pokémon. Ash and Anthony shake hands, and Ash and co. continue their way to Rustboro City.

They fill Pelipper's beak up with so many Poké Balls that when Pelipper does a Water Gun attack, all of the Poké Balls spill out!

The Japanese original and English dub line for James is pretty much the same except for the addition of "poly-tech Pokémon" to the English dub dialog. This appears to be some kind of 4Kids made up description to make it seem like Pelipper is a fancy, rare and hi-tech Pokémon.

James: You had the nerve to fill Pelipper's beak with Pokéballs and parade it around like it's some sort of poly-tech Pokémon!
Kojiro: You put lots of monster balls in Pelipper's mouth and sent out a Pokémon every time!

Kojiro in the Japanese original makes it a point to tell Antony that they shouldn't mess with Musashi as she can get very moody and when she tells people to do something, they'd better do it otherwise they'd have to deal with her mood. James instead says Anthony needs to pay attention to them and Meowth calls Jessie conniving.

Special First-Airing Segment Senryu Contest

Everyone's Pokémon Senryū Mass Recruitment (みんなのポケモン川柳大募集) contest was introduced during the original airing of this episode. Contestants were asked to select from 1 of 4 different Pokémon: Hassam (ハッサム), Hanecco (ハネッコ), Happinas (ハピナス) or Harysen (ハリーセン) and write a Senryū based on them.

The Application Rules (応募のお約束) stated that the Senryū must contain the name of the chosen Pokémon (お題のポケモンの名前が必ず入っていること) and the syllable meter must be in the 5-7-5 (5・7・5の七五調になっていること) style.

The winning senryū's were featured in the Okido segment during the following Advanced Generation episodes:
The Hassam (ハッサム) Senryū was used in: AG15
The Hanecco (ハネッコ) Senryū was used in: AG16
The Happinas (ハピナス) Senryū was used in: AG17

Summary:
During their journey, Satoshi and his friends find what claims to be an unofficial Pokémon Gym "with the world's strongest Pokémon". It catches the group's interest, despite them doubting the words "world's strongest". When they knock on the door to the Gym, a boy named Antony and the "Water Bird Pokémon" Pelipper come out. Satoshi immediately initiates a battle, but the "Water type" Pelipper has both "Grass type" moves and "Fire type" moves come out of its mouth!! Kimori and Subame get defeated in rapid succession by this outlandish variation of moves. Pikachu somehow manages to cause a draw, taking a lot of damage in the process, and Satoshi takes the three Pokémon to the Pokémon Center for treatment.

Meanwhile, when the Rocket Gang attempt to steal Pelipper, having heard about it being the world's strongest Pokémon, they accidentally end up exposing the secret behind its protean moves. Taking the opportunity to make money off it, they...

There was one change that 4Kids made in the English dub that I had no idea where they came up with it; "poly-tech Pokémon".
