Summary
Ash's quest to become a Pokémon master brought Ash, Misty and Brock to a vast desert in the middle of the night. They are all tired and weary from their walking and Ash complains that they haven't found the town Brock had told them about earlier. As they climb to the top of a dune, spotlights can be seen and then the who town is revealed.

Ash is amazed at all the lights and Misty is surprised how bright it is. Brock tells them they've arrived in Neon Town. Brock explains that people love to come to the town because it's open all day and all night. As they are walking on the sidewalk, a guy bumps into Ash. Brock tells Ash to apologies to the guy Ash refuses as he said the guy bumped into him. A siren can be heard in the distance as Officer Jenny quickly arrives on the scene.

Officer Jenny breaks up the fight and then tells Ash and his friends that they shouldn't be walking the streets at night. Ash explains to her that they just got into town but she tells them to go find a hotel because the people in the town are pretty short-tempered. Ash asks her why they are short-tempered and she yells at him that they're on edge because they stay out all night and don't get enough sleep. She hears another fight in the distance and quickly races off on her motorcycle.

The same guy that hit Ash bumps into James and James is quickly irritated. The man doesn't like James's tone and jumps on his shoulders and begins punching him in the head. Then a large lady runs into Jessie and she then begins beating her up.

As Misty and her friends wake up in the morning and head outside, she is surprised that everyone in town is already awake. They are all arguing and Officer Jenny is running around trying to break up the fights. Ash decides that they should just leave and they head off to the forest. While in the forest, Misty spots a Pokémon jump up onto a tree stump. Brock quickly recognizes that its a Jigglypuff and Misty states that she'd always wanted one of them.

Misty's Staryu is sent out to battle against the Jigglypuff but Psyduck comes out first. Misty quickly recalls it as Staryu's Double-Edge quickly hits Jigglypuff. Jigglypuff begins to cry as Misty stops the battle to find out what the problem is. Ash gets out his Pokedex to find out information about it. The dex states that it can sing and Misty instantly wants to hear it. The Jigglypuff refuses and turns away from Misty. Brock was able to interpret what it was trying to say that it was unable to sing.

Misty apologizes to the Jigglypuff and it quickly jumps on to Misty and begins to hug her. Misty then states: "Who wants a Jigglypuff that can't sing?" which hurts the Jigglypuff's feelings and it begins to cry again. Misty decides that they should try to help the Jigglypuff learn how to sing.

Bruised from their earlier experience, Team Rocket spies on Ash and friends and they discover that they have found a Jigglypuff. Meowth devises a plan to use the Jigglypuff to put everyone to sleep in Neon Town and then they can grab anything they want.

Team Rocket dresses up quickly and begins singing a new motto. After completing it, Misty asks them what their plan is this time and Jessie says she needs Jigglypuff to sing for them. Ash sends out his Bulbasaur to battle and its Vine Whip proves to be effective against Weezing. It's Poison Gas ends up aimed at Team Rocket instead and Staryu finishes them off with Water Gun.

Misty starts teaching Jigglypuff the scale but Jigglypuff doesn't want to sing. Pikachu begins to sing and Ash quickly complements Pikacku but Misty tells Ash that he's hurting Jigglypuff's feelings. They all decide to head off and Brock ends up finding a berry that can help a sore throat. It quickly feels better and begins singing. Misty then wants to hear it sing a full song and she drops it back down on the tree stump. Jigglypuff begins singing its song and by the time it was done singing it Ash and his friends had all fallen asleep. While Jigglypuff was sining, Rocket Gang managed to record it signing its song.

Jigglypuff was mad that everyone had fallen asleep and it grabbed a marker from the backpack and scribbled weird faces on everyone. It then heard Team Rocket snoring behind the tall grass. It DoubleSlapped them and also scribbled funny faces on them as well. Everyone wakes up to realize they'd just had an unexpected nap and they quickly rubbed the marker off their faces. Misty then realizes that Jigglypuff was mad at them because they had fallen asleep when it was singing.

Ash's Pigeotto, Brock's Onix, Ash's Squirtle, Ash's Bulbasaur and Misty's Staryu are sent out to listen to Jigglypuff sing but they also fell asleep. Misty then decides that her Psyduck should try listening to it sing. At first glance, Ash thought Pysduck had listened to all of Jigglypuff's song as its eyes were wide open but Misty poked her Pysduck and it fell over as it was asleep.

Team Rocket wakes up and rubs the marker off there face and then checks to see if they got the recording or not. All they get is snoring. Brock then makes the suggestion to take Jigglypuff to Neon Town because they are up all the time. Team Rocket is surprised by the turn of events as that's what they wanted to do with Jigglypuff.

In Neon Town, Ash and his friends look around town for an outdoor stage but have no luck until Team Rocket appears in a truck with one for thme to use. Team Rocket put in ear plugs as Jigglypuff begins singing and puts everyone in Neon Town to sleep. Unfortunately for Team Rocket, their earplugs proved ineffective and they fell asleep with everyone as well. Jigglypuff was mad with everyone in the town and scribbled faces with the marker on everyone and by morning all the residents of Neon Town were all in a better mood. Ash and his friends leave Neon Town but they all wonder what happened to Jigglypuff.

Summary:
Satoshi and friends are trudging along through the desert. The sun is setting, and they are going to have to camp out there...... Then suddenly, they see glittering lights in front of them, as a city covered in flashing neon lights comes into view. This is Neon Town, the city that never sleeps, famous for being busting with activity 24/7. The townspeople seem to value their spare time too much to want to waste it by sleeping, constantly wanting to enjoy themselves instead. However, while the city comes across as a really magnificent place, the townspeople are all really irritable and angry. Fights occur every day, and Junsa has her hands full.

After barely getting any sleep at night due to the noise, Satoshi and friends have had enough and leave the city for a quiet forest...... and there, they happen upon the Singing Pokémon Purin.
