English Official Summary

As our heroes make their way through the industrial town of Gringy City, Pikachu, perhaps weary from travel, is in a strange state; the electric sacks on his cheeks are continually twitching as though overcharged. At the town's Pokémon Center, Joy diagnoses Pikachu as being in the first stages of a Pokémon cold. She begins treatment immediately, but the town suddenly goes into a blackout. Assuming the problem to be in the power-generating station near the beach, Ash and friends go to investigate. There they discover the Pokémon, Magnemite and a pack of Grimer—Pokémon created from sludge. What exactly is going on?

Culture Reference

The title of the Japanese original "Do Coil Dream of Electric Mice!? (コイルはでんきネズミのユメをみるか!?)" is based of the book "Do Androids Dream of Electric Sheep?" written by Philip K. Dick. The two power plant workers Philip and Dick are based off of the author's name. Their names were not mentioned in the actual episode anywhere but were confirmed in the Japanese closed captions and ending credits for this episode as well as the Animanga.

Meowth in the English dub adds the fact that he's mixed oxygen with air freshener. In the Japanese original, Nyarth just says the machine is pumping fresh air.

The English dub doesn't really give a reason why Ash decides to leave the Pokémon Center like Takeshi suggests in the Japanese original. Takeshi states that the problem is at the power plant but Brock doesn't say that and instead says there is nothing that Nurse Joy can do. In both the English dub and the Japanese original Ash/Satoshi decide to go right after Brock/Takeshi finishes speaking though.

Brock: There's nothing that she can do.
Takeshi: The problem's at the power plant.

In the Japanese original, Satoshi mistakes the word "skirt" (スカート) for the word "stalker" (ストーカー) because they sound similar when pronounced with a Japanese accent. The English dub changes it so Ash mistakes the word "streaker" for "stalker" as "skirt" and "stalker" don't sound remotely the same when pronounced properly in English.

The English dub makes it seem like Ash wasn't to hesitant to allow Pikachu to go out to battle but in the Japanese original, Satoshi was more overly concerned for Pikachu than Ash because it was still ill but it was determined to fight the Betbeter off. Pikachu's determination is what changed Satoshi's mind to allow Pikachu to battle.

The dub edit where Ash says there is a Muk and its child is really odd. All I can think of is Ash has gone delusional from the smell. All the music tracks for this episode are added.

I love how random was Satoshi's decison to catch a BetBeton. But why didn't he kept it in his team, by the way? Guess the smell was too much for him to handle!

Summary:
Satoshi and his party have arrived in the industrial town of Gunjo City. Pikachu has started acting odd, with the electric sacs on its cheeks releasing sparks, presumably because of travel fatigue.

The group rush it to the Pokémon Center, but just as Joy is about to diagnose it, the whole town suddenly gets a blackout. Satoshi and the others assume the cause for the blackout can be found at the power plant down at the port, and enter it to investigate.

There, they run into the Electric type Pokémon Coil, as well as a group of Betbeter, Pokémon created from sludge. Just what is going on here?
