Our heroes are taking a break in a town. Snap is taking a few pictures of Misty and Togepi. A weather reporter comes on the TV and says that there will be some good weather. A news flash appears about a Pokémon Breeding Center. Ash discusses the topic with his friends. It sounds like a great idea to them. Ash and his friends arrive at the breeding center. There is a very long line at the front doors. Two people named Cassidy and Butch are managing the breeding center. They take a Sandshrew from a boy and they tell everyone that they believe in love power. Misty decides to leave her Psyduck at the breeding center. Cassidy takes Psyduck from her and it gets transferred to the other side.

Ash thinks that Misty will just leave Psyduck at the breeding center. Snap spots a tasty restaurant that they can go to. A sign on the restaurant says, "All you can eat for FREE!" Misty is heading straight to the dessert bar. Snap thinks that there is a catch to this free meal. A chef walks out to them. The chef tells them that the buffet is free as long as they show him his favorite Pokémon. Ash shows the chef all of his Pokémon but the chef tells him that none of them are his favorite. Brock shows the chef his but he gets turned down as well. Misty shows him her Pokémon but the chef replies with a no too. The chef shows them a picture with a Psyduck and tells them that that's his favorite Pokémon. They run back to the breeding center to get Psyduck but it's closed.

They go to the backdoor. Misty notices that it's unlocked and so they walk in. They walk in a big room with a lot of doors. They open a door and see that it's pitch black inside. Brock shines his flashlight. A bunch of cages with Pokémon in them line up. Brock finds Misty Psyduck in one of the cages. Psyduck's eyes are more evil looking. Misty thinks it looks smarter but there is just tape on its eyes. A cage is then taken on a conveyor belt and it goes to another side of the building. Cassidy and Butch are looking at the Sandshrew. It seems that they have stolen these Pokémon from the trainers. Ash and his friends are listening in and they figure out that the breeding center was a big scam. Snap gets and idea of taking pictures of the place to show everyone.

Giovanni appears on the big screen. He congratulates Cassidy and Butch for their excellent work. Snap takes pictures of all the Pokémon that are in their cages. He takes a picture of the conveyor belt too. Butch sees the flash of the camera and goes to the room to check it out. Butch approaches the door and Ash and co. are scared now.

Butch opens the door and sees a Pikachu. Thinking that Pikachu was the one causing the light, Butch leaves the room. Snap says that he has all the pictures he needs and they decide to get out of the place. Misty tells them that they can't leave without Psyduck. She tries to open the cage but it's locked. Suddenly, they hear the window move. Jessie, James, and Meowth enter the breeding center. They want to steal all the Pokémon in it. Ash and his friends sneak up on them. They ask each other what they are doing here. Team Rocket talks too loud and Ash tells them to shut up.

Suddenly, the light turns on and Cassidy and Butch appear. Looks like our friends have gotten caught. Cassidy and Butch say their motto. Cassidy makes fun of Jessie because she hasn't done anything right yet. Both Team Rocket groups argue at each other. Meanwhile, Ash and his friends try to sneak out but Cassidy catches them. Ash and his friends rush out. Jessie, James, and Meowth run too but James stops to get his Victreebel. Two cages close on them except for Misty and Pikachu. Butch takes Snap's camera from him. Cassidy calls the police and they all go to jail. Misty thinks of an idea. She decides to show Officer Jenny some of the pictures that Snap took.

The next day, Misty goes to the breeding center to pick up Psyduck. While Cassidy is getting Psyduck, Pikachu rushes out of Misty's shirt to look for Snap's camera. Pikachu looks through all the rooms and it finally finds Snap's camera. Cassidy comes with Misty's Psyduck. Misty takes Psyduck and leaves. At the jail, Ash, Brock, and Snap are trying to tell Officer Jenny that they aren't the thieves. James is amazed at his Victreebel. Victreebel eats him up and James desperately tries to escape. Misty comes into the room. She shows pictures of the Pokémon in cages. Officer Jenny realizes now that she was tricked and they go back to the breeding center.

Officer Jenny puts Cassidy and Butch under arrest. Cassidy sends out Raticate. Pikachu uses Thundershock on Raticate and Raticate faints. Cassidy and Butch begin to run away. Ash's Bulbasaur uses Vine Whip which ties them up. Cassidy and Butch go to jail and Ash, Misty, Brock, and Snap are free. They go to the buffet and Misty has finished another bowl of ice cream already. The chef is happy that Misty brought in Psyduck. Meanwhile, Jessie, James, and Meowth are digging their way out of the jail. Ash, Misty, and Brock say goodbye to Snap. Snap is going to take more pictures while the everyone else goes to Cinnabar Island.
